This new Agreement seeked to consolidate the goals achieved in the previous Agreement and reinforce the skills of the professionals who work in this sector. With the direct collaboration of the Congolese Ministry of Education, the aim was to carry out an education improvement plan with special emphasis on teacher and headteacher training at state schools and social initiative centres in the Kinshasa area. Certain construction needs were addressed, and the training programmes were aimed at:
- School inspectors, with special attention devoted to legal issues and their role as education motivators.
- School headteachers: academic programming, leadership and management.
- Teachers from at least 15 schools: motivation and further training to guarantee lifelong learning.
- Administration staff, focusing on management and documentation aspects.
